Richard Huckaby was born on Galveston Island, reared in Houston, and earned a Bachelor’s Degree in Civil Engineering at University of Houston.  Richard joined the U.S. Marine Corps in 1959, enjoyed a distinguished career and was Commanding General of Marine Corps Base Camp Pendleton when he retired in 1990.  He then returned to Texas and gained a Masters Degree in Public Administration from Texas Tech University.  He became the City Manager for Corinth and was first appointed to the Board of Directors in November 1993.  After retirement from Corinth, Richard joined the faculty of North Central Texas College, and teaches national, state, and local government.  Richard served two terms as President of the Board and is Chairman of the Committee on Water Supply.
